In Vietnam dog-eating is only done to get rid of bad luck and during Tet, one of their celebrations held to bring out the new lunar year. It is bad luck to eat the meat though at the beginning of the two weeks.

I can't imagine ever eating a dog, to that's just not right, but everyone has their on way of doing things and believe what they grew up with. Like the Vietnamese grew up believing and doing these things.
